  • Overview

    The team the Contract Specialist II is part of is responsible for writing and negotiating contractual agreements for the procurement of hardware, software, maintenance, and services to support the Information Systems and Network business activities. The team also leads the procurement process including solicitation, negotiation, and settlements.

    Prepares and administers routine correspondence, negotiation memoranda, and contract documentation to ensure timely and coordinated submittal. Reviews solicitations and prepares routine response for proposals, bids, and contract modifications. May also prepare requests for proposals. Analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedure. Drafts and negotiates contractual instruments commensurate with skills and grade level.

    Assists other contract professionals in working with internal or external business teams on issues and developments relative to assigned contracts.


    Prepares, organizes and maintains contract records and files documenting contract performance and compliance. May conduct research to support contract audit and or facilitate business unit contracting trends. Performs contract closeout activities. Communicates contract policy and practice to internal business with corporate and/or business unit guidelines. 


    Maintain professional business relationships with internal contract stakeholders, other contracting support teams within the company (e.g Legal, Finance, Procurement), and external product and service vendors.


    Responds to alerts from the contract administration dashboard and resolves problems to ensure the overall health of the contract portfolio. Ensures linkages to data on spending, risk, and budget for real-time and predictive analytics are accurate and timely.


    Required Qualifications:

    • Bachelor’s degree (or higher) –OR- 4+ years professional work experience.
    • 3+ years of contract administration experience.

    Other Qualifications:

    • Certified Commercial Contracts Manager (CCCM) or Certified Professional Contracts Manager (CPCM) or other relevant certification.
    • Knowledge of project methodologies, operations, and financial management to properly engage management on contracting needs.
    • Knowledge to revise and update contracts and related documents.
    • Know of company policies and procedures related to contract administration.
    • Knowledge of the Uniform Commercial Code and applicable state and federal laws related to procurement and contracting.
    • Knowledge of quality management and quality improvement practices.
    • Knowledge of team member skills, practices, and behaviors.
    • Knowledge of techniques for writing and presenting business proposals to management.
    • Knowledge of techniques to establish business relationships with outside vendors.
    • Knowledge of effective writing and public speaking skills. Ability to summarize information for general audiences.
    • Ability to travel as needed for company business and professional development.
    • Ability to work occasional nights and weekends as needed to complete critical contract negotiations.
    • Working knowledge of various software licensing types, maintenance support models and associated cost implications.
    • Working knowledge of legal definitions and contractual terms including product and services pricing and ability to negotiate with vendors on those terms and conditions.
    • Ability to assess the level of diligence that is required given the situation.
    • Ability to identify risks and recommend actions to mitigate the risks at the level that is appropriate for the situation.
    • Ability to manage vendor relationships and contracts including any necessary dispute resolution.
    • Understanding of financial analysis and modeling including business cases, analysis of vendor solution alternatives weighing priorities, risks, etc..
    • Basic understanding of capital and expense budgeting.
    • Ability to work in a fast paced, ever changing environment.
    • Ability to work in and contribute to a team environment.
    • Ability to provide status of work activity in a variety of formats.
    • Ability to balance the effect of long term impact with short term results.
    • Ability to learn new technologies, process and practices quickly.
    • Ability to handle multiple high-priority projects.
    • Ability to clearly and effectively communicate at all levels in a range of methods (written, verbal, formal presentation).
    • Ability to effectively communicate in technical and non-technical terms, at all levels, both within and outside the organization.
    • Strong organizational and problem solving skills with a strong attention to detail.
    • Ability to build and maintain effective relationships at all levels both within and outside the organization.
    • Excellent PC skills including expertise in the Microsoft Suite of Products (Excel, Word, Outlook)
    • Experience is SAP preferred.
    • Experience in the Contract Management System preferred.
